I have the honour to inform Your Highness that I have received a telegram from His Excellency the Governor of Hongkong stating that he has learnt on trustworthy authority that the Canton Provincial Authorities are taking energetic steps to give effect to the Chinese scheme of constructing a railway from the Provincial capital along the right bank of East River through Whampoa. This line would follow for the distance of about 130 miles the proposed route of the Canton-Kowloon Railway, and His Excellency points out that as the Preliminary Agreement for the construction of the Canton Kowloon Railway provides that the final agreement shall follow as far as practicable the terms of the Shanghai-Nanking Railway Agreement, and the latter agreement stipulates that no rival line shall be constructed without the consent of ...
